What do you mean by panels? Is this a mobile home? Or are there access scuttles in a curtain wall? If all else fails, you might find an inspection sticker from a pest control company and call them for help. I have found these stickers (if there are any) on the water heater, the breaker panel cover, and inside the door of a kitchen cabinet.

Is there a broker involved? If so, you need to get the brokers dealing with this ASAP. If not, the estate is likely being handled by an attorney, and, depending on your state, you likely have an attorney. If no brokers, then get the attorneys talking about this ASAP.

Is there an access from inside the house? Maybe a trap door under the carpet or in a closet? Somtimes as is is truly as is.

I hope the OP comes back and finishes the story. This is one that I would like to know how it turned out.

That said, I have a friend in VA who bought a house like this that had no access. And you already know what happened next: all the flooring and sub-flooring came up after closing and every joist had to be sistered. I never would have believed it had the story not come to me from a reliable source.

And, as you said, sometimes, as-is means exactly that.
