Can a Home inspector role a house over and over in the purchase of it?

Example; Lets say he wants to buy a house and offers an inspection of it to buyers and does so and then excludes the buyers from the sale, and becomes the buyer himself.

Any opinions on this issue?

And how does a home inspector exclude the buyers from the sale? Around here home inspections are done as pre-listing inspections--and there would be no problem with a home inspector liking the house and making a purchase offer on it at that time--and for buyers, who, at that time, have made a purchase offer on the house. So I'm confused about how the home inspector can exclude buyers from the sale.

You're suggesting that:
1) Buyer finds a house he like, puts in an offer.
2) Buyer hires an inspector.
3) Inspector decides he likes the house, so writes a report including lies that the the house has extensive, yet invisible and unrepairable, damage.
4) Inspector waits for buyer to withdraw offer.
5) Inspector writes offer for house.

Seems far fetched to me. If an inspector wants to buy a house, there are better ways to find one than swindling their paying customers.

What am I missing? Is the inspector in question also an investor? Is the property a FSBO?

I think I posted this at one of those late night barn burners.Foregive me.
What the premise was; Is that an inspector wants a house, and pays the mortgage by giving inspections on the house. Of course the home was for sale during this time period.
Funny at the time but unethical.

I'm still confused.

How does a home inspector pay the mortgage by giving inspections on the house?

Does he inspect the same house each day, or is the price of his home inspection the same price as the mortgage?

But if he is paying the mortgage on the house, doesn't he already own the house?

Really, really confused here.
