Hello everyone; great forums and site; this an honest inquiry.

I am currently interested in buying into the tax sales certificates offered in my county (Dade-FLA).
My questions are as follow:
1 - If after being the successful bidder on a tax sale, the new buyer (me):
is responsible for any liens that exist on the property and/or owner. If so, do the liens have to be paid immediately after taking over possession of the property or can they be placed/transferred onto me or any other piece of property I may own in order to satisfy them?
2 - If a property can be re-financed with pending liens?
3 - Is there any other method of doing a reliable Tittle search other than through a tittle company?
