The link that you posted does not work, so I could not check out your site. I even tried bellinghAmproperty.com (assuming you left out the "A"). Nevertheless, here are some of the possibilities:

1. While internal PR is more complicated than what I am about to state, it generally follows the hierarchy of your page structure when you have no external links pointing to the internal page in question. So, if your home page is a PR3, the pages on the next level down would be PR2, the level below that PR1, and below that PR0. So, if your links pages are 3 clicks from your home page, they will be a PR0.

2. Your robots.txt or a robots META tag is preventing the link pages from being indexed.

3. Your links page is dynamically generated. Depending upon the method, some SE's may either have a problem with it or ignore it altogether.

4. Along that vein, you are using session ID's on your links pages.

5. Google considers the page irrelevant and has not indexed the page.

It's late - there are probably more reasons that I cannot think of at this time.

One thing that I have noticed is that with the last PR update, Google did not assign PR to some links pages on newer web sites (new in 2005)even though they met all of the criteria described above.

It may be a new wrinkle that G is working on to prevent link bombing. I'll know more with the next PR update.

You have your State links pages in a subdirectory - /partners/ - I think you will find that if you kept the state pages in the same directory as your real estate directory index page that the PR would be better. My own experience has been that the farther down the directory tree a page is from the home page - the lower the PR tends to be unless it is linked to from the home page.

Having said that, I myself never hesitate to link to PR0 pages (as long as they are listed in Google) and my Realtor Directory at http://www.epoweredprofessionals.com has excellent positions - #1 in Google for "Realtor directory" and "real estate agent directory" and #2 for "real estate agents" for example.

Those who link on the basis of PR are missing out.

Michael just because the PR is lower than say your front page this is not a big deal. choose any search you like and look at the result that come back with subdirectory in bold because someone named the sub with a key word. hmmm Pr is not everything placement is key. Some keywords have 1rst page placement with PR2

Michael, it may also help getting some direct links to your links page from elsewhere. If your main PR is low, the spiders don't index too many levels of pages. Having some direct links to those pages sometimes helps increase the PR of the inner pages.

Good luck with it...

Google Custom Forum Search

This Google Custom search may do a better job of searching the forums for some keywords than the old forum search does. The results do not include threads from the Asset Managers Forum however. To search that forum you will need to be actually in the Asset Managers Forum and you will need to use the old forum search below.
