copyscape is a decent tool, i ran some of my websites urls' and oddly enough, all mine are copied. needless to say, i do use original content on my site that i type up myself, so to find the same words and sentence structure would be rare, but not impossible. so in that you found this site who copied your meta tags, other than just being offended, having your sites name in his meta tag couldnt really have harmed you. but i do agree, he shouldnt have stolen your stuff, but many many people do that, they search the top ten ranked pages, copy the content and all the meta tags in hopes of capturing the same ranking. what can you do about it, not much, since even dynamic pages give an output of such information. there are precautionaries, like moving your data down 10k lines of whitespace, thats a deterent, not a solution, disable right click, a deterent not a solution, anyhow, sorry somebody copied ya, nice find though.
