From the time that it goes into default until the time the occupants are actually out can be a long time depending on the laws in your state. Why should the bank have to wait to get an idea of how it looks? Of course, there are so many reasons for BPOs and many of them have nothing to do with foreclosure.
I have been approached a few times. Sometimes I can just leave before they reach me, but I have had to explain myself a time or two. I have also had a couple of instances where I approached the owner before taking a picture. In both cases, I knew that the BPO wasn't for a foreclosure and there were kids playing in the front yard. Being a parent, I didn't want anyone to think I was taking pictures of the kids, so I spoke to the owners first.
