Moderators have the ability to post announcements, edit and remove messages, and are often viewed as a leader in their forum.
Since the moderator is supposed to "police" their forum for activity that is contrary to the forum rules they themselves must make sure that they do not engage in the same type of activity - moderators should be able to moderate degenerating posts without themselves getting involved in slagging other participants.
A moderator by definition helps keep a discussion moderate - if a person has very strong views on most subjects and is willing to argue those views at every opportunity - that person would not be a good moderator for these forums.
Part of the moderators duties is to help encourage discussion. Moderators may be removed if they don't actively attempt to do that. There are no hard and fast rules, but if a moderator doesn't post a message for two months - they probably have forgotten they are a moderator and may be removed without notice.
