Every county courthouse has county plat books that have maps of every township, with the name of all landowners shown on parcels that are 10 acres or larger, as well as all CFR, county, state, and federal land. They're about $25 - $40. each
From there, once you have the name of your landowner, you can go back to the courthouse, give them the name of the landowner, the township, and if possible, the land coordinates, and they will supply you with the landowner's snail mail address and phone number, if the phone number is listed on the tax rolls.
With parcels of land smaller than 10 acres, you'll have to find out the landowners' name through some other means other than the plat book, then go to the courthouse with that.
