I realize it sounds like discrimination but not so sure if it is. As far as our licensing goes, it deals specifically with housing. Mortgages - one just discriminations on the financial aspect.
It would seem better to re-state it as "spanish speaking" rates higher preference or something. Such as when you're applying for a particular "real" world job that requires Spanish, you shouldn't have to be Spanish or Mexican, but they'd prefer you be able to speak it.
Other thoughts...are better left unsaid.
