I have been looking a websites all over the country and notice that quite a few offer a 10k cash bonus reward for doing business.

It is simular to a reward program from the airlines.

My question is: Who sponsers these programs, how can I offer them and how much do they cost?

This is an agent driven thing. It is not a program that is originated from any single source. Basically an agent decides to pay back some of their commission to their client at close. Looks like this offer is valid only through the end of the year. Don't know what the "fine print" is.
