I have been thinking about advertising in my church bulletin. When the market was hot there were several agents that did but none now.

I am completely with Perky on this one. While I hope to get business from my church relationships, that is NOT the reason I have those relationships, I will do NOTHING to ever make them wonder if that is the case. I hate feeling used, and I feel pretty sure others feel the same.
Advertising is church bulletins in my opinion is sort of like sponsoring a little league ball team. Do it because you want to help them, and deal with the possibilities that it will cost you a little $$$. Maybe NO measurable return, but you will always know your motivation.

None of the churches I ever attended or belonged to had advertisements in the bulletins. The bulletins were little handouts that had church announcements, upcoming events, and the "Order of Service" printed in them. I would be appalled if the bulletins started having advertisements! It would do well for people involved in churches to read the passage in John where Jesus drove out the money changers: John 2:14-16 (New International Version)
14In the temple courts he found men selling cattle, sheep and doves, and others sitting at tables exchanging money. 15So he made a whip out of cords, and drove all from the temple area, both sheep and cattle; he scattered the coins of the money changers and overturned their tables. 16To those who sold doves he said, "Get these out of here! How dare you turn my Father's house into a market!" Is nothing sacred anymore?????

I don't see ads in the actual church bulletins either, but there are Christian newspapers that are sometimes distributed in churches that I do see ads in. Just don't make the Church your marketplace.
That seems pretty obvious to me, but apparantly (as I've seen it myself) there is NO place off limits to some.

I guess if you go to the type of church that allows that in the bulletin and if that's something you want to do then go ahead.
As for me. Never! I don't even know if our church has a policy on that. But I've never seen anyone doing that. There are advertisements for selling fruit to benefit our private school. My church also runs a small vegetarian food store, but that is all for fund raising purposes for the church itself.
The second part of your question about advertising in anything locally then that is an entirely different conversation. There are so many things you can do.
