Joe, where you are stationed, is there a Housing Services Office anywhere nearby to assist U.S. soldiers? That's the first place to start -- even if you have to get a pass or a couple of days of leave to travel to Stuttgart or some place to find the nearest HSO. They should be a wealth of knowledge.
Also, do you not have a home of record in the U.S.? That's what you use for your permanent address - not your APO address or unit-in-Germany designation. You are a U.S. citizen, after all, even if stationed overseas.
My guess is that somebody has not understood your question or situation. Do you bank with USAA by any chance? They have been working with U.S. soldiers since the end of WWII. I have used them for years - and so have a gazillion other soldiers of all ranks. I'm not necessarily recommending them, but they will understand your situation. PM me if you want more info on them.
I am a veteran, and a volunteer Realtor at Ft. Sill - so I know how that HSO works. There's just gotta be a lot more like 'em around the world. Don't give up.
