Are there any rules/laws for directly soliciting agents that are with other agencies. Maybe like an e-flyer with "looking for motivated agents" type of email? I am wanting to grow my business by adding a few good agents. I thought I read somewhere that this was not acceptable practice but at the same time I have received these.

Nope,not in my area. You would need an opt out at the bottom of each e-mail to be in compliance with the canned spam act.

Now sometimes your mls will say you can't send from within the system and spam the agents but they have no control outside of it. In my area there are e-mail companies who will send your flier out to tens of thousands of agents for 40 bucks a pop.Usually do it once a month but make sure the message is strong to elicit a response.

Until about 8 years ago, there was a prohibition in the NAR Code of Ethics against soliciting the Licensees of other Brokers, which was regarded as interferring in a contractual relationship between a Principal (Broker) and an Agent (Licensee). I had thought it was still in place until I was educated (and humiliated) when we had this discussion last year regarding EXIT, and I was corrected:

As you can see, it is still frowned upon; but not specifically prohibited anymore. I have to make sure I keep up with the changes that they make without consulting me.

Or a legitimate return email address if you are just using standard email and not a flyer.

I wouldn't think nothing would be wrong with talking to another agent about coming to work with you
