I don't think the "State of New York" issued him a Pre-Approval Letter.
It was probably some Lending Institution. If that Bank or Mortgage Company is also licensed to transact business as a Lender in Florida, then the Pre-Approval is probably just as good as if one of their Florida Offices issued it. Was the Letter for a Primary Residence? . . . . or a 2nd Home? What will the Florida Property be?
If they are not licensed in Florida, then the Letter is worthless in terms of adding a level of confidence on an Offer in the "State of Florida".
Check with your Florida Banking and Insurance Commission and get the low-down on the Lender's Status in Florida . . . . if any.
