I've tried contacting the USDA Office and ask for information as well as email, and I get voicemail, or don't get an email response... Soooo hoping someone could help me out a little:
A buyer I have is interested in a USDA Resale Property for sale in the area... My question is how do I go about getting access to the property? how do offers work? Commission? Any kind of help would be appreciated! Thanks!!!
Lately (here) USDA sends them straight to the Auctioneer.
Depending on the Auctioneer, I have registered my Buyer and represented them at the Auction. Sometimes I've received part of the Premium; other times I've been paid by the Buyer (per my Buyer Broker Agreement).

I just spoke with my local contact at USDA/Rural Development and was told that the process is (should be) the same nationally. They'll make a report that you're having difficulty getting any kind of response from Vernon Fuller by email and/or the USDA Voice Mail. The suggestion is that you contact the local Auctioneers in and around Polk County to see who handles most (and probably all) of the USDA Dispositions . . . . there's probably only one, but the other Auctioneers will know WHO it is.
These days, the Auctioneer takes Title, and Transfers same to the New Owner, usually in a "Same Day Closing". USDA never appears in the Chain of Title; but simply discharges the existing Mortgage. You ought get on the distribution for USDA Newsletters in your area (if they have one). Good Luck !
