Buying new doesn't necesarily equate to a working computer out of the box either. I bought a new laptop from CompUSA last week only to find it had a faulty optical drive with intermittment operation. I had to take it back.
If you drill deep you will find test data which rates the computer manufacturers on failure rates, servicability, QC, customer service etc., on laptops and desktops. I found this out afterwards and found apple and lenovo have highest rankings so I build to order an x60 tablet and wait to see if it will work out of the box, though I read there is a 11% chance it won't...even among the top manufacturers.
As for CPU speed it's much like blown horsepower to torque ratings in a car. Even the fastest engine when mismatched to a power train...becomes no match for a smaller matched set.
