Unfortunately (for it's members), making changes to NAR rules takes forever. There is an entire series of steps that is laid out like getting a bill through congress. And since NAR committees generally only meet twice a year, it elongates the process.
The protectionist attitude that permeates anything that comes from NAR is well known and well documented. NAR has tried for many years to make Realtor.com the preeminent real estate search site while newcomers like Trulia and Zillow have joined the fray with better technology amd more user friendly searches. So instead of making the site better, r.com pushes NAR to restrict the flow of information to non NAR sites.
NAR sold Realtor.com in the mid 1990's for the proverbial bag of magic beans and years later will not admit the mistake or try to remedy the situation.
