From what I understand, Kimco has an exclusive agreement with a national firm. Local agents of the national firm don't have to be on their best behavior and really strive to maximize business with them since they are guaranteed the listing from corporate.
It is unfortunate for Kimco, because they are bleeding money in this economy and the agents that are supposedly on the ground for them don't care about getting them cash flow.
All you can do is be persistent and do what is right for your client.
