Check with the Licensing Authority in California; probably the Secretary of State. They may have a requirement now; or may advise you if a requirement is in the works. Vermont has had legislatiion proposed in the last few sessions to require the licensing of Building Inspectors; but there is some active lobbying against it . . . . to the detriment of the Public Interest.
Right now, anyone can hang out a shingle and say that they are a Building Inspector. E&O would be nice; but is not required. A Certification would be nice; but is not required. Experience in the Building Trades would be nice; but is not required.
Some Building Inspectors do a very good job for several years until one Lawsuit wipes out every penny they ever made during that time, and plunges them into Bankruptcy. A really well written Disclaimer seems to be the most important ingredient to staying in business.
Building Inspectors seem to get Clients/Customers by printing nice Business Cards and Flashy Brochures and then cozying up to every Real Estate Office in the area.
Just some thoughts on how it's done here . . . . which may or may not have any applicability to California. We had one Building Inspector who was a Mortician and got tired of looking at "Old Bodies" so he thought he'd begin looking at "Old Houses"; but he dropped out when he got more back talk from the Buyers than he had experienced from the Dead People; who seldom do much complaining (maybe because no one is watching them work).
