Depends on the state, but here in Minnesota, yes. You must be a licensed agent.

Here in Nevada, you need to have a seperate property management permit in order to manage property. It is easy to get, but it is required.

by state and by country i'm sure, as here in Thailand you are free to call yourself a property manager regardless of your training or background or licenses.

in SC you can get a property manager in charge liscense by just taking a 4 day course and not need to work under a broker or anything. You can get it with NO experience.

In CA your must have a Brokers license or sales license hung under a broker. That said a few loop holes do exist... for example on-site managers do not need either.
