by state and by country i'm sure, as here in Thailand you are free to call yourself a property manager regardless of your training or background or licenses.

in SC you can get a property manager in charge liscense by just taking a 4 day course and not need to work under a broker or anything. You can get it with NO experience.
In CA your must have a Brokers license or sales license hung under a broker. That said a few loop holes do exist... for example on-site managers do not need either.
