Suggestions from a previous San Diego REALTOR...
1) find a new agent who is in the same boat you are - developing new relationships
2) make referrals to your agent partner - I would say that at least 80% of the "qualified" buyers I work with come to me pre-approved and not referred to me by anyone
3) develop a joint action/marketing plan that will benefit both of you (with shared expense, time, etc)
I get really tired of (frustrated with) mortgage brokers/advisers begging for referrals and for ideas about how to get referrals from agents - but not reciprocating either with referrals or with some of the grunt work needed to "unearth" prospects.

what do like about your mortgage partner
As I said before, most buyers come to me pre-approved. Those who aren't, I send to her. 1) The majority of these referrals can't buy a toaster on credit at WalMart, but she works with them to get their act together so that they can eventually buy. 2) She answers
any finance related questions I may have - whether it has anything to do with business for her or not! 3) She cares! (about potential clients and me)
