Much of this depends on the state in which you will be a broker.
If you go to the department of real estate for your state, they likely have a section just for brokers with plenty of info on what you need to have done to be "Street Legal" so to speak.
California, for instance, has a section laying out all the things you need, including downloadable PDF forms.
I am a little confused as to why your bothering since you indicate you don't plan on being active or having agents in your shop.
Then of course there is the matter of how you plan to organize your brokerage? Will it be a sole proprietorship, Corporation, partnership? Each has different paperwork demands.
In addition to your state department of real estate, you might also consult with the state association of realtors (assuming your a member). In the members area, there is likely to be lots of information for brokers in your position.
