On this MTA Option ARM subject --- Does anyone here know of a Lender that provides this loan option without being FICO driven?

My brother is trying to REFI is home and get into this Option ARM program but his FICO is not high enough ---

His house difinitely has the equity ---

What is his FICO? DTI? Loan Amount? State? Purpose of refinance? LTV? Property Type? Doc Type? O/O? Primary?

World Savings claims they are not FICO driven, however there are many mitigating factors which in fact are in direct or indirect relation to the FICO. I do not like them because of their appraisal process and they will not do business in certain pockets or towns.
