Ours were, but Hurricane Ike basically wiped out the shoreline so most of the homes are gone or severely damaged. Before the Hurricane the values remained steady though.

personally, i would list him as normal and go through the process with his current tennants. That way if it goes through it will show on the mls and be used as a comp. also, if it does not go through, you have the listing already!
